Kampala, July 22, 2025 —
The Uganda People’s Congress (UPC) has officially cancelled the presidential bid of Denis Adim Enap, whose name was controversially declared on Monday as the new party president by three members of the party’s electoral commission.
In a letter dated May 20, 2025, signed by Hajji Kazimbiraino Mahmoud, the UPC Electoral Commission chairperson stated that the commission had earlier presented Denis Adim Enap before the media on July 22, 2025, where he took an oath to uphold the party’s constitution—an oath he has since failed to honor.
The letter also highlighted that on May 26, 2025, Adim Enap wrote to the UPC Electoral Commission criticizing the party’s electoral process and unilaterally declaring himself UPC president. This, the commission says, was unconstitutional and a clear violation of party procedures.
Further, the commission accused Enap of misleading the public through social media posts claiming that a court had nullified Jimmy Akena’s presidency and recognized only him—a claim the commission described as false and damaging to the party’s integrity.
As a result of these actions, the UPC Electoral Commission has ruled that Denis Adim Enap is ineligible to contest for the party presidency due to multiple violations of the UPC constitution.
In a separate letter dated July 21, 2025, UPC party president Jimmy James Michael Akena announced the suspension of three commissioners—Jack Kabusi, Magere Emmanuel, and Naume Natukene—who had previously released a letter recognizing Adim Enap as party president.
Akena stressed that the trio had no authority to make such a declaration and said their conduct has severely disrupted unity within the party.
He added that the suspended commissioners will face the party’s disciplinary committee for their actions.Speaking to journalists today at Uganda House in Kampala, Akena acknowledged the past contributions of the trio to the party but condemned their recent actions, which he said had caused significant confusion and division within UPC.
